By the very nature of its composition, Héma-Québec’s Board of Directors ensures the organization’s transparency and is meant to closely reflect the population at large, from the donor to the recipient.

Chairman
Mrs. Martine Carré

First Vice-President of the Board of Trustees, Leucan

Martine Carré holds a master’s degree in social sciences and humanities from UQAM. She has worked primarily in the health care field, first as a counsellor and then as a manager. For over ten years now, her expertise has been put to use in her duties as a corporate director.
 
Currently the First Vice-President of the Board of Trustees of Leucan, Ms. Carré has also assumed the positions of Executive Director and Chair of the Board of Trustees for the organization. Over the past few years, she has also contributed to making several private investments as a shareholder in Québec companies.
 
Martine Carré has been a member of the Board of Directors of Héma-Québec since December 2007 as recipient representative and has served as its Chair since January 10, 2013.

Ms. Michèle Beaupré Bériau

Secretary-General, Institut national de santé publique du Québec

Michèle Beaupré Bériau has over 30 years of experience in the health sector. She has been the Secretary-General of the Institut national de santé publique du Québec since 1999. In her capacity as Director for the protection of public health and Executive Director of the ministère de la Santé et des Services sociaux from 1996 to 1999, she was responsible for the implementation of the act creating Héma-Québec, among other things. She has also served on the Board of Directors of the National Blood Authority and on that of the Canadian Blood Services Transition Bureau. She has a bachelor’s degree in occupational therapy and a master’s degree in administration.

Ms. Beaupré Bériau has been representing the public health sector on Héma-Québec’s Board of Directors since April, 2012, and has served as its Vice-chair since March, 2013.

Secretary
Dr. Jean De Serres

With a solid background in both medicine and management, Dr. De Serres has worked in the field of public health, as well as with the pharmaceutical and biotechnology industries.

After starting his career in 1985 as a general practitioner, Dr. De Serres worked and taught actively in family medicine for 11 years. From 1995 to 1997, he served as president of the Quebec section of the Canadian College of Family Physicians. At the same time, he also served as Director of Public Health for the Outaouais region from 1995 to 1999.

His career then led him into the pharmaceutical industry, where he worked for CSL Behring, a world leader in biotherapies based on plasma proteins. As medical director and director of CSL Behring’s Canadian division from 1999 to 2005, he played an active role in implementing and developing this multinational pharmaceutical company’s Canadian activities in immunology and hematology.

Before joining Héma-Québec, Dr. De Serres served as vice-president of research, regulatory affairs and in-licensing for Jubilant Draximage, a multinational company specializing in the development, production and sale of radiopharmaceuticals for nuclear medicine. Later, he served as vice-president of research for Jubilant HollisterStier, an allergy/immunology firm.

Still in the life sciences field, Dr. De Serres contributed to the founding of various biotechnology companies, including MedDiscovery SA (2006), a Swiss firm developing new medications against uro-genital cancers, and Biomilestones Inc. (2008), a biopharmaceutical consulting firm.

In addition to his training in medicine, Jean De Serres also has a master’s degree in community health and an MBA in bio-industry management from UQAM.
